Named in Accountancy Age’s 35 Under 35 in 2025, Stephanie Leitch is a recognised leader in public sector tax. As Associate Director and Operational Lead for Indirect Taxes, she brings over 17 years’ experience delivering significant impact for public sector organisations.

Stephanie began her career at Dorset County Council in 2008, where her VAT planning work earned her the Young Employee of the Year award. She joined PSTAX in 2018 and quickly became a key figure in the business, being named Employee of the Year and promoted to Senior VAT Consultant and then Associate Director. She now leads the firm’s VAT team, overseeing major client engagements and strategic internal projects.

Stephanie has played a central role in major Local Government Reorganisation programmes, including Dorset, Northamptonshire, Somerset, North Yorkshire, and Cumbria. She has led VAT advisory support throughout each transition, guiding councils through implementation and providing wide-ranging VAT support, including, but not limited to, HMRC compliance, VAT registrations, partial exemption modelling, and delivering significant and ongoing financial savings. She is also actively involved in preparing for the next wave of reorganisation across England.

Alongside her LGR work, Stephanie’s specialist VAT advice has delivered exceptional results, including a £1.5 million saving from a partial exemption review and the recovery of £10 million through VAT regularisation projects.
