David Brown is Executive Director of Corporate Services and Monitoring Officer at East Hampshire District Council, leading services including HR, Digital, Communications, Policy and Insight, Legal and Democratic Services.

A barrister, David moved into local government after eight years in independent practice and has since held senior leadership roles in district and unitary authorities, as well as the Falkland Islands Government. He brings extensive expertise in governance, constitutional reform, policy development and political engagement.

David has led constitutional redrafts in four councils, introduced committee governance arrangements during the Covid-19 pandemic, and is a passionate advocate for member development and effective officer-member relationships. His experience also includes supporting organisations through major enquiries, public interest reports and high-profile reviews, including Birmingham City Council's Trojan Horse investigation. In the Falkland Islands, he led regulatory, legal and prosecution services, overseeing legislative drafting across areas including education, childcare, prisons, environmental protection and shipping.
