Graham is an experienced and successful leader with an extensive track record of leading complex political and commercial organisations as Chief Executive and wideranging experience as a non-executive director, board member and executive coach. Most recently he was the first Chief Executive of BCP Council, formed in 2019 from a combination of two unitary councils, one district council and part of a county council following local government reorganisation across Dorset, the most complex LGR for 40+ years.

Graham’s leadership role at BCP Council followed 20 years as Chief Executive in the private sector, the civil service and at Thurrock and LB Barking & Dagenham councils. Having retired from his full-time executive role in 2025, Graham is pursuing a portfolio of roles, as a non-executive director, Board Chair, strategic advisor and as an executive coach. He continues to work with organisations that are undergoing major change and coaches a variety of senior leaders from across the public sector.
